A consultation-only clinic does not automatically require every approval listed above. In particular, Delhi’s nursing home registration is not a general licence for all outpatient clinics. The central Clinical Establishments Act, 2010, also does not currently extend to the NCT of Delhi.

- Check professional registration and premises : A practitioner wishing to practise modern medicine in Delhi should verify the applicable Delhi Medical Council registration requirements. For another recognised system of medicine, check the relevant professional council instead. Verify the qualifications and registrations of other clinicians working at the clinic as well.
Before signing a lease, check whether the premises may lawfully be used for the proposed clinic activities. Review the sanctioned use, lease conditions, patient access, ventilation, water supply and space for the safe storage. Imaging equipment or inpatient beds can require additional planning. Keep the ownership or lease documents and premises details ready for any relevant application.
- Arrange biomedical waste compliance: A clinic generating used needles, contaminated dressings or other biomedical waste must follow the applicable segregation, storage and disposal rules. A small or non-bedded clinic should not assume that a low quantity of waste exempts it from authorisation. DPCC’s online system states that an occupier handling biomedical waste requires authorisation irrespective of quantity and DPCC publishes a fee category for non-bedded healthcare facilities. Arrange collection and disposal through an authorised service where applicable.
Check the Delhi Shops and Establishments Act separately for applicable employment and record-keeping duties. Although an online registration service exists, the Delhi Labour Department states that registration under Section 5 has been kept in abeyance. The blog should therefore not present a Shops and Establishments registration certificate as a mandatory opening licence for every clinic.

Delhi’s Nursing Home Cell describes its remit as private hospitals and nursing homes operating round the clock with indoor admission facilities of at least two beds. Its process involves documents, prescribed fees and an inspection. An outpatient consultation clinic should assess this requirement against what it actually operates, rather than applying for nursing home registration by default.
Delhi provides a separate centre registration process under the PC-PNDT framework. AERB requires the X-ray institutions to obtain the requisite consents through e-LORA. Obtain the relevant approval before starting the regulated service, even if the clinic is already seeing consultation patients.
