MPEDA stands for Marine Products Exports Development Authority, it is an exports promotion council, that falls under the Department of Commerce, its function is to regulate and develop the exportation of marine products in India. Categories of Marine Product Exporters

  • Manufacturer Exporter: The manufacturer exporter is the individual, who has approved the processing plant and handling the facility. In case the exporter is handling the facility, unitizing the processing plant or taking the facility on the leads also be known as a manufacturer exporter. An exporter must declare himself a manufacturer exporter as “MT” in the MPEDA application.
  • Merchant Exporter: - Merchant exporters are those individuals who utilize the surplus of an approved processing plant or handling facility other than owning it. They are considered as merchant exporters, they shall declare themselves as “ME” in the application of MPEDA. 

Note: - No merchant exporter is allowed to sign a contract with manufacturer exporters to utilize the surplus capacity of more than one processing plant.

  • Route Through Merchant Exporter: - Route through merchant exporters are those individuals who export marine products of either the manufacturer exporter (MT) or merchant exporter (ME). MPEDA registration shall be granted to only those route through merchant exporters who carry the certificate of approval from DGFT.

  • Ornamental Fish Exporter: - Exporters of ornamental fish, aquarium fish or aquatic plants are known as ornamental fish exporters. They must register themselves as OF in the MPEDA application.

Note: - Ornamental fish exporters are not permitted to export live marine products for human consumption.

Documents Required for MPEDA Registration for Exporters

Essential and required documents for the MPEDA registration online is given below: -

•    Applicant address proof (Aadhar, Voter ID or Passport)
•    Written agreement of the utilization of the surplus capacity of processing plant and handling plant.
•    Joint undertaking by processing plant owner and handling facility owner
•    Registration certificate of the processing plant and handling facility for endorsement
•    Registration certificate of storage premises for endorsement
•    Applicant passport-size photographs
•    Copy of IEC code certificate
•    Approval letter from DGFT (for route through merchant exporter)
•    Copy of PO (purchase order)
•    Bank statement
•    Turnover expected in further 3 years.
•    Brand name of the product exported
•    Certificate of scheduled bank showing financial soundness
•    Bank guarantee up to 15 lahks for 5 years if Merchant exporter
•    Registration certificate as an exporter if Merchant exporter
•    Agreement letter with the owner of the processing plant or handling facility if Merchant exporter

MPEDA Registration Process

Exporters of marine products can apply for registration by following the mentioned below procedure step by step: -

1.  Application for exporter license on the official website of MPEDA.
2.  Application has to be submitted to the secretary or another authority designated by the secretary with the prescribed fees.
3.  All the application document should be signed.
4.  The department will process your application and verify the documentation.
5.  After verification, if satisfied then department issue MPEDA Certificate
6.  EIA Approval: - After the issuance of MPEDA certificate, approval from EIA is required, this process can be done by submitting fees for the registration along with the copy of the MPEDA certificate. Existing exporters can review or update their MPEDA certificate.

Validity and Renewal of MPEDA Registration

The validity period of MPEDA certification of registration is up to 3 years for both manufacturer and merchant. For further use of the MEPDA certificate, applicants can file renewal applications with the prescribed fee.
