  1. Obtain Sports and Event Permissions : Company registration does not make an organiser a national sports federation. Where the organisation seeks recognition or intends to exercise the functions of a national sports body, promoters should review the applicable provisions of the National Sports Governance Act, 2025, the National Sports Governance Rules and any transitional directions currently in force. Only selected provisions of the Act were initially brought into force from 31 December 2025.

Written sanction or a no-objection from the relevant recognised sports federation may be required where its rules, athlete eligibility, official rankings, international affiliation or the venue conditions make it necessary. Adopt competition, disciplinary and appeal rules, integrity controls, a safe-sport policy and safeguards for minors.

Event permissions may cover the police, venue, fire, municipal, music, food vendors and temporary structures.

  1. Prepare Essential Legal Documents : Core documents include: -  
  • Shareholders’ or founders’ agreement;
  • Franchise agreement and team rules;
  • Player and official contracts;
  • Venue, sponsorship and the broadcast agreements; and
  • Privacy policy, ticket terms and spectator code.

Player contracts should cover the payment, image rights, injury, insurance, conduct and disputes. Additional safeguards apply to minors.

  1. Protect the League’s Intellectual Property: Search and then register the league and team names and logos. The contracts should allocate the footage, statistics, digital content and player publicity rights.
  1. Register for GST and Other Taxes: GST registration is required when you meet the applicable threshold or the compulsory-registration condition. From the 22 September 2025, admission to the sporting events such as the IPL attracts 40% GST. This rate does not apply to the various recognised sporting events.

Admission to other sporting events, including recognised sporting events, remains exempt where the ticket price does not exceed ₹500 and is taxable at 18% where it exceeds ₹500. Sponsorship, franchise fees, broadcasting, merchandise and prize-related payments require separate classification; reverse charge may apply to specified sponsorship services.

  1. Meet Annual and Operational Compliance: A company must maintain accounts, hold required meetings, complete its audit and file financial statements and its annual return. Tax, TDS, EPF, ESI and POSH requirements may also apply.

Foreign Investment in a Sports League

Foreign investment may be permitted subject to FEMA, current FDI policy, pricing, reporting and beneficial-ownership rules. The route depends on the activities and investor.
